Shiite religious authorities are examining reasons behind such groups in a bid to explain their emergence.

This is the important part of the report because the answer is on Al-malafpress

Security sources revealed the involvement of Iran with creating these Shiite extremists groups [Yamani and Heaven Soldiers], the weapons found in their possession were produced in Iran.

As for why this support from Iran, The report continues:

Iran-loyalists Shiite political parties and militias such as [Mahdi Army, Iraq-Hizballah, and others] are started to split themselves from their old alliance [Iran] adopting a different policy.

The last quote is confirmed today by Saudi Newspaper Al-Watan, which reported of a split among Al-Daawa Party and their “spiritual” leader Al-Hakim saying:

Al-Dawaa Party rejected Al-Hakim’s demand to be “the Barazani of the South”, this means the Party rejected Al-Hakim’s request to form the “South Region” masked under the name “Federalism” which is also an Iranian demand.
