Turkish newspaper reveals Maliki’s wait-game

The cir­cus of con­tra­dic­tory state­ment about the Iraq — U.S. agree­ment con­tin­ued today,. Ignor­ing the pub­lic opin­ion, the par­lia­ment, and even his boss Maliki, Zebari told the CNN that the agree­ment will be signed at the end of next month.

For sure, Zebari’s enthu­si­asm rep­re­sents the Kur­dish posi­tion, which accord­ing to anony­mous Iraqi offi­cial on Awan: “Is the Iraqi government’s weak­est link”.

The Kur­dish rep­re­sen­ta­tive in the nego­ti­a­tions with the Amer­i­cans was push­ing for­ward to sign the agree­ment with fur­ther details, accept­ing the Amer­i­can terms of the agreement.

Turk­ish news­pa­per Cumhuriyat [via alriyadh] revealed why Maliki is play­ing a time game and why the Kurds want to sign the agree­ment as soon as possible:

Iraqi gov­ern­ment asked both Turkey and Iran to pro­vide writ­ten guar­an­tees on secu­rity coop­er­a­tion with Iraq, in exchange for aban­don­ing the secu­rity agree­ment the U.S.

The news­pa­per uncov­ered, that Bagh­dad is wait­ing for answers from Tehran and Ankara, and will can­cel the whole idea of the agree­ment in case Iran and Turkey pro­vide such guarantees.

In this Al Ara­biya dis­cus­sion broad­cast Iraqi MP Al-A’raji revealed the following:

It must be noted that the agree­ment is not points were both sides can agree upon. In real­ity it is an agree­ment writ­ten in the U.S. by White House advis­ers in Eng­lish, and parts of the text trans­lated to Ara­bic, Iraqi nego­tia­tors can only agree or dis­agree on the points.

The dan­ger is that; attachment-protocols will fol­low this agree­ment, these pro­to­cols can be [econ­omy, cul­tural, health, rela­tion with neigh­bor­ing countries…etc]. These pro­to­cols are sec­ond con­sti­tu­tion of Iraq with Amer­i­can terms, if you signed the main agree­ment then you can­not reject the protocols.
