It seems like the United Iraqi Alliance stabbed the Kurds in the back as reported by AL-Hayat and passed the provin­cial elec­tion law.

Inter­est­ing to see that the Kurds demands are totally ignored in the new law, which decided [arti­cle 24 point 1] that Kirkuk coun­cil elec­tion to be post­poned, but for the time being:

The three main power com­po­nents in Kirkuk province to share the author­ity with 32% to each [Kurds, Arabs, Turk­men] and 2% for the Christians.

Point 2 in the arti­cle just makes thing much worst for the Kurds:

Kirkuk’s province secu­rity issue to be handed over to mil­i­tary unites from the south and mid­dle Iraqi provinces rather than the cur­rent oper­at­ing unites [Kur­dish mil­i­tary unites].

This is also a big defeat for Al Hakim’s agenda with his party [the SIIC] is in alliance with the Kurds. House speaker deputy Al-Atya [SIIC] directly issued a state­ment say­ing that the vot­ing process in unconstitutional.
