Turkish Foreign Ministry threatened the Kurds
You can understand this late statement issued by Maliki’s government, if you read this statement released by the Turkish Foreign Forign Affairs Ministry on their website. A direct diplomatic threat to the Kurds in case they start any military operation to takeover Kirkuk.
You need to check the Association of Muslim scholars statement about Kirkuk, it can summarized with this line:

The Kurdish parties have accused all those who voted in favor the election law, of being “Saddamists, extremists and Chauvinists” [notice that they are the same terms used by the Shiite religious parties], as if they were not allies few days ago, and as if Saddam Hussein himself was not their ally in previous periods.
