A very informative report on Kuwaiti Al-Watan, explains that all the talks about the SOFA is a deliberate propaganda meant to shift the media attention away from the main content of the agreement which is the establishment temporary U.S. military bases on the Iraqi territory.
Retired Iraqi Staff General Al-A’busi said that the American forces developed the former Iraqi military airbases to semi-permanent bases, do not necessarily participate in the military combat operations but it will certainly provide services such as AWACS intelligence or aerial refueling, as well as emergency landing.
The general explains some of the confusions in the SOFA agreement saying that the agreement says: “the withdrawal of the combat soldier in 2011, if the security situation remains stable”, saying; The American definition of “combat soldier” is a soldier with fighting equipments who participates in specific fighting task, but a U.S. soldier with the same fighting equipments stands in the checkpoints and patrols the roads is not a “combat soldier” a “guard soldier”.
The general said that there are 14 military bases qualified for the American military needs such as:
The Air Force college in Kirkuk, Balad base northern Iraq, Al-Baghdadi base, Habbaniyah base, both in Anbar province. Al-Saouira base in Kut, and AlImam base in Nasiriya, two in Basra province Al-Shuaiba and Basra Airport,which is controlled by British forces, in Baghdad there are Cropper and Camp Victory, in the Baghdad International Airport, as well as two important bases in Diwaniyah and Hilla provinces, adding the four bases, which are now being built at the Iran borders in Basra, Amarah, Kut, Diyala.
