Is Iraq really serious about to be removed from the UN mandate?

Al-Hayat Washington Chief Bureau Raghida Dhrgam wrote the following in her long article today about the U.S. economy crisis:

According to Iraqi sources, Iraqis are already started preparing to extend the mandate of the multinational forces in the Security Council.

The Iraqi government wants to be removed from the UN mandate under chapter VII for political and sovereignty reasons get out from under Chapter VII of the reasons but at the same they don’t want to be removed for financial reasons.

The writer added that even if the Iraq government chooses to extend the presence of the U.S. forces, then the Americans should bargain with other countries:

As for what really happens in Iraq decided to extend the U.S. forces presence will depends on the bargain between U.S. - Russia and Russia - Europe negotiations in the next few months.
