Liberation: Suspicions that Russia arms Hezbollah

As reported on the French Lib­er­a­tion today:

Bul­gar­ian author­i­ties searched a Russ­ian ship headed to Syria uncov­ered pipes cargo with dual-use (civil­ian and mil­i­tary) being secretly trans­ferred to Syria.

The French Lib­er­a­tion asks:

Since Moscow and Dam­as­cus signed a mil­i­tary coop­er­a­tion agree­ment, then why the secrecy of this cargo? Unless the cargo being trans­ferred later to Hezbollah.
