One last des­per­ate attempt by the U.S. offi­cials is reported by the Green Zone news­pa­per Al-Sabaah say­ing they are pres­sur­ing to con­vince the Iraqi par­lia­ment to accept the agreement:

U.S. offi­cials met with the Iraqi Secu­rity and Defense Com­mis­sion of the par­lia­ment for two hours but the Amer­i­can del­e­ga­tion left the meet­ing with­out any sign of progress shown in their faces.

The news­pa­per noted that there was a closed-circuit meet­ing with Wash­ing­ton also.

Accord­ing to Saudi news­pa­per Al-Watan, in his com­ing visit to Iraq, Iran­ian par­lia­ment speaker “Ali Lar­i­jani” will give Sis­tani a let­ter related to the posi­tion of the Supreme reli­gious author­ity from the secu­rity agreement.

Speak­ing about the reli­gious author­ity, I just want to men­tion the sig­nif­i­cance of Aya­tol­lah Moham­mad Hus­sein Fadlallah’s Fatwa against the agree­ment because he is Maliki’s Dawa Party spir­i­tual leader.

In his state­ment Fad­lal­lah said that Iraqi Mp’s asked for his guid­ance and he gives his advice in these points:

Any agree­ment or pact signed by the Iraqi gov­ern­ment or any side rep­re­sents the Iraqi gov­ern­ment with the Amer­i­can occu­pa­tion forces must take the fol­low­ing points in account:

- Pro­vide a clear with­drawal timetable with­out any restric­tions or conditions.

- Do not link the occu­pa­tion forces with­drawal with the sta­bil­ity of the secu­rity sit­u­a­tion in Iraq, because we know the United States secu­rity and polit­i­cal rela­tions can influ­ence the region and the world. They can tam­per the secu­rity issue in Iraq at any time, to ensure and legit­imize their pres­ence in Iraq.

- Any Amer­i­can invaders agree­ment, pact or doc­u­ment, should take into account the national and the Islamic stan­dards which are con­stants issues espe­cially in mat­ters: Iraq, sov­er­eignty, inde­pen­dence, the future of the nation and the gen­er­a­tions, the preser­va­tion of its des­tiny and wealth.

- There is no legit­i­macy for any Iraqi author­ity or insti­tu­tion, for­mal or infor­mal imposes the occu­pa­tion on its peo­ple or to legit­imize the pres­ence of the occu­pa­tion forces on the Iraqi ground.

Al-Hayat today saying:

An anony­mous source from the United Iraqi Alliance told the newspaper:

We don’t want to sign the agree­ment with Bush admin­is­tra­tion, we want to wait for the out­come of the U.S. pres­i­den­tial election….Polls show Obama is going to win, we don’t want to give vic­tory to the Republicans.

And this is how the gov­ern­ment is play­ing this game as reported on Kuwaiti Al-Watan:

The Polit­i­cal Coun­cil is already decided to accord the agree­ment, and to trans­fer it to the Cab­i­net of the Min­is­ters to address the objec­tions and refer the doc­u­ment to the Parliament.

The news­pa­per learned that the Polit­i­cal Coun­cil has already asked the par­lia­ment to form spe­cial com­mit­tees which are the legal and the secu­rity com­mit­tees to study the agreement.

They sub­mit their rec­om­men­da­tions to the Polit­i­cal Coun­cil which in its turn will refer it to the Cab­i­net of the Min­is­ters to address its opin­ion on the proposals.
