“Peace Plan” ads miss Iran’s flag

This is an image of the “Arab peace plan” ads on Israeli newspapers as published on the BBC, try to find Iran’s flag??

As for why there are so many flags around the ads? The plan first announced and approved by the Islamic Foreign Affairs Summit in Teharn – 2002, to be adopted by Arab countries in Beirut – Arabs Summit – 2002 and called “Arab Peace Plan”.
