As for why there are so many flags around the ads? The plan first announced and approved by the Islamic For­eign Affairs Sum­mit in Teharn — 2002, to be adopted by Arab coun­tries in Beirut — Arabs Sum­mit — 2002 and called “Arab Peace Plan”.
