Authority dispute

- Please, can any­body help me to decode or “crack” what is exactly Tal­a­bani try­ing to say here?

Tal­a­bani tries to explain his and Maliki’s offi­cial author­i­ties (about the dis­pute between the two on who should rep­re­sent Iraq in Arab summits):

The pres­i­dent is the com­man­der in chief of the armed forces in the for­mal­i­ties and cer­e­monies, and the pres­i­dent should be called the com­man­der [of the armed forces]. As for the Prime Min­is­ter he is the active [com­man­der of the armed forces].

And here he said:

Accord­ing to arti­cle 67 in the con­sti­tu­tion: The pres­i­dent rep­re­sents the sov­er­eignty of the coun­try. “draw­ing” the states for­eign pol­icy is part of this sovereignty.

- Accord­ing to the Supreme Council’s Al-Huda Radio:

Al-Habubi is given the second-deputy-governor post in Kar­bala Province (notice that it is the same Coun­cil accused Al-Habubi of being Ba’athist).

Al-Habubi denied this report say­ing there is no such thing.
