The political structure of the new coalition

05/10/2008, In his inter­view with Al-Masharq news­pa­per (via Al-Raeed) Sadrists spokesman Al-Ubaidi said the following:

[The United] Alliance lost its real power after the with­drawal of these blocs (Sadrists, Al-Fadhila and Ja’afari’s Reform Trend).

A month later 08/11/2008, (Dawa Party-Iraq’s Org.) with­draw from the United Iraqi Alliance, because of:

The struc­tural dis­in­te­gra­tion of the United Iraqi Alliance, and the domini­ta­tion of the Supreme Coun­cil and Maliki’s Dawa party on polit­i­cal deci­sions making.

But two weeks ago (or more things started to change), in this inter­view, Al-Ja’afari put it like this:

Meet­ings took place between the fig­ures and polit­i­cal blocs .….For the pur­pose of rebuild­ing the forces that have shaped the [United Iraqi] Alliance to develop a new polit­i­cal structure…

Point­ing out that the real prob­lem with the UIA is an admin­is­tra­tion prob­lem and not a polit­i­cal cri­sis, it seems that the UIA did a major polit­i­cal restruc­ture giv­ing more voice to the par­ties other than the (2–3 big polit­i­cal blocs).

Accord­ing to the scheme pub­lished on Al-Malafpress, The orga­ni­za­tional struc­ture con­sists of the following:

-The Extended Board

-The Gen­eral Assembly

All the can­di­dates and mem­bers of the par­lia­ment, Min­is­ters, for­mer coali­tion mem­bers, advis­ers, heads of uni­ver­si­ties, fac­ul­ties and col­leges, district-governors (mem­bers of the UIA) and mem­bers civil soci­ety organization.

The Prime Min­is­ter and his deputies or the Pres­i­dent and his deputies, the house speaker and his deputies are obliged to attend the meet­ings of this board.

The nom­i­na­tion process for offi­cial lead­er­ship posi­tions (the Prime Min­is­ter, the Pres­i­dent of the Repub­lic, Pres­i­dent of the coali­tion and his deputies, and min­is­ters) must obtain the major­ity of 60% of the vote to be nom­i­nated as candidates.

The pres­i­dent of the Coali­tion and his two deputies will be cho­sen by 2/3 of the votes or accor­dance of the Gen­eral assem­bly, with a con­di­tion to be from the dif­fer­ent polit­i­cal blocs.

All the elected mem­bers of the Parliament -

-The lead­er­ship Assembly

-The offi­cial spokesman for the coalition

-Par­lia­men­tary Assembly

-Gov­ern­men­tal Body

-Exec­u­tive Secretariat
