More bad news for Maliki, Bolani the Interior Minister formed his own coalition, two days after Maliki asked the Parliament to question Bolani’s credibility.
While Abu Risha and others joined Bolani’s “Iraq’s Unity”, the coalition is still small and needs to join “big players”, but yet Bolani himself is the “black horse” in the coming election and he is a very ambitious person, if he joins Allawi coalition for example, Bolani will be marginalized.
As expected, the deadlock continues, and the decision to send the election law (mainly Kirkuk) to the so called “Political Council for National Security” will be another deadlock.
The decision welcomed by some political blocs, such as the “Accordance Bloc” (interesting Salim Al-Jabouri (AB) said: The parliament reached an agreement, but some mebers of the Presidential Council threatened to veto the decision), and criticized and rejected by others such as Maliki’s Dawa Party and Ja’afari’s Reform Movement.
One thing, not very good reported by Western media: What is the “Political Council for National Security” and who are the members?
Established with an initiative from Jalal Talabani back in 2006, widely criticized even by Parliament members (mistake corrected) as nonfunctional institution — Al-Samara’i 22-09-2009: PCNS is for decoration reason only, nobody respects its decisions.
Members are:
- The Presidency Council.
- The Prime Minister and his deputies.
- Parliament Speaker and his deputies.
- Chairman of the Supreme Judicial Council (observer).
- President of the Kurdistan region, and the heads of the regions (if created).
- Representatives of the political blocs in the Parliament (Blocs with more than 10 members in the Parliament).
The Council’s authorities:
- Discus all national interest issues with sensitive and strategic nature.
- Decisions are taken by the 2/3 voting of the members of the Council.
- Decisions mentioned in article 1 and 2 made by the Council will be issued to:
A — Resolution / resolutions of a legislative nature to the Parliament as or draft legislation for consideration in accordance with the constitution.
B — Resolution / decisions of an executive nature to the Council of Ministers.
C — Resolutions / decisions including the draft laws that fall under President’s authority must be accompanied by the President’s accordance.
D — Resolutions / decisions that fall including the draft laws that fall under Prime Minister’s authority must be accompanied by the Prime Minister’s accordance.
From the articles above, this is another dispute and deadlock, assuming that Talabani and Barzani will push the law for the Kurds Majority in Kirkuk, they can never obtain the 2/3 voting majority in the Council, and if Arabs and Turkmen vote against the Kurds, Talabani will never sign such a law.
