More bad news for Maliki, Bolani the Inte­rior Min­is­ter formed his own coali­tion, two days after Maliki asked the Par­lia­ment to ques­tion Bolani’s credibility.

While Abu Risha and oth­ers joined Bolani’s “Iraq’s Unity”, the coali­tion is still small and needs to join “big play­ers”, but yet Bolani him­self is the “black horse” in the com­ing elec­tion and he is a very ambi­tious per­son, if he joins Allawi coali­tion for exam­ple, Bolani will be marginalized.

As expected, the dead­lock con­tin­ues, and the deci­sion to send the elec­tion law (mainly Kirkuk) to the so called “Polit­i­cal Coun­cil for National Secu­rity” will be another deadlock.

The deci­sion wel­comed by some polit­i­cal blocs, such as the “Accor­dance Bloc” (inter­est­ing Salim Al-Jabouri (AB) said: The par­lia­ment reached an agree­ment, but some mebers of the Pres­i­den­tial Coun­cil threat­ened to veto the deci­sion), and crit­i­cized and rejected by oth­ers such as Maliki’s Dawa Party and Ja’afari’s Reform Move­ment.

One thing, not very good reported by West­ern media: What is the “Polit­i­cal Coun­cil for National Secu­rity” and who are the members?

Estab­lished with an ini­tia­tive from Jalal Tal­a­bani back in 2006, widely crit­i­cized even by Par­lia­ment mem­bers (mis­take cor­rected) as non­func­tional insti­tu­tion — Al-Samara’i 22-09-2009: PCNS is for dec­o­ra­tion rea­son only, nobody respects its deci­sions.

Mem­bers are:

- The Pres­i­dency Council.

- The Prime Min­is­ter and his deputies.

- Par­lia­ment Speaker and his deputies.

- Chair­man of the Supreme Judi­cial Coun­cil (observer).

- Pres­i­dent of the Kur­dis­tan region, and the heads of the regions (if created).

- Rep­re­sen­ta­tives of the polit­i­cal blocs in the Par­lia­ment (Blocs with more than 10 mem­bers in the Parliament).

The Council’s authorities:

- Dis­cus all national inter­est issues with sen­si­tive and strate­gic nature.

- Deci­sions are taken by the 2/3 vot­ing of the mem­bers of the Council.

- Deci­sions men­tioned in arti­cle 1 and 2 made by the Coun­cil will be issued to:

A — Res­o­lu­tion / res­o­lu­tions of a leg­isla­tive nature to the Par­lia­ment as or draft leg­is­la­tion for con­sid­er­a­tion in accor­dance with the constitution.

B — Res­o­lu­tion / deci­sions of an exec­u­tive nature to the Coun­cil of Ministers.

C — Res­o­lu­tions / deci­sions includ­ing the draft laws that fall under President’s author­ity must be accom­pa­nied by the President’s accordance.

D — Res­o­lu­tions / deci­sions that fall includ­ing the draft laws that fall under Prime Minister’s author­ity must be accom­pa­nied by the Prime Minister’s accordance.

From the arti­cles above, this is another dis­pute and dead­lock, assum­ing that Tal­a­bani and Barzani will push the law for the Kurds Major­ity in Kirkuk, they can never obtain the 2/3 vot­ing major­ity in the Coun­cil, and if Arabs and Turk­men vote against the Kurds, Tal­a­bani will never sign such a law.
