Desperate attempts to give the US ambassador Christopher Hill all the credits, but Larijani just left the country today after meetings with the Parliament and Sistani, the Iraqi parliament approved the election law … Which means Iran gave the green light to pass the law or Iran gave the US the OK to withdraw its forces from Iraq.

Still insist that the election will be postponed, and I am referring to what the head of the IHEC statement today:

The election will be postponed despite the parliament approval

Lets see the law:

According to the law Iraq will be divided into 19 constituencies, 18 in Iraq and an additional constituency to voters outside the country.

Kirkuk mentioned at least 5 times in the law (Barzani’s condition was to ignore mentioning Kirkuk in the law).

- Christians will be given 5 seats distributed among 5 provinces –Kirkuk –Ninawa –Baghdad –Irbil –Dohuk.

- Yazidis and Chabak will be given 1 seat for each in Ninawa province.

- Mandaeans will be given 1 seat in Baghdad.

There is also indirect mention of Kirkuk in this article:

Provinces will doubtful registry records are provinces population growth rate exceeds 5% annually, the request must signed by at least 50 MPs and will be approved in the Parliament by simple majority.

And here

The Parliament will form a committee from its members to investigate Kirkuk province (and each province of dubious records)…

And more

The election results in Kirkuk province or any province will not be considered doubtful before the end of the electoral register checking process of checking.

  1. […] One of the events which may or may not be significant in those calculations continues to be debated today. We initially speculated that Speaker of Parliament, Ali Larijani, travelled to Najaf in Iraq to see senior clerics because of the internal discussions in Tehran. EA correspondent Josh Mull has been putting the alternative that Larijani saw Grand Ayatollah Ali Sistani and others to encourage passage of the law for Iraqi elections in January, and other observers also back that view.
