Lets see the law:
According to the law Iraq will be divided into 19 constituencies, 18 in Iraq and an additional constituency to voters outside the country.
Kirkuk mentioned at least 5 times in the law (Barzani’s condition was to ignore mentioning Kirkuk in the law).
- Christians will be given 5 seats distributed among 5 provinces –Kirkuk –Ninawa –Baghdad –Irbil –Dohuk.
- Yazidis and Chabak will be given 1 seat for each in Ninawa province.
- Mandaeans will be given 1 seat in Baghdad.

Provinces will doubtful registry records are provinces population growth rate exceeds 5% annually, the request must signed by at least 50 MPs and will be approved in the Parliament by simple majority.
