The Iraqi constitution, is unable to build a modern state and to handle any political crisis such as this one of the election law. The problem is that there there is one statesman who can make the decisions or agree one the decisions.

The law is not the perfect solution but it is the only possible solution to avoid the second veto and restore the provinces seats changed before the last amendments.
Exactly what I said yesterday, Elaph reported that the American saved Hashimi’s face, also reported that the American ambassador invited Iraqi politicians for a dinner and at 8.00 o’clock he MP Salim Nassar that 11.00 the crisis will be solved.

Shiite and Kurdish parties refused to give the displaced more than 5%, while they agreed to give them the right to count their votes in provinces of origin, which is something difficult if not impossible to achieve, because of these reasons:
- IHEC doesn’t have the mechanisms to classify the displaced according to their provinces.
- Iraqi social ID system, and food ration cards (mostly, refugees leave this with relatives inside Iraq to increase their rations) if required from the refugees are not reliable source to classify the displaced according to their provinces.
Sunnis, seculars and nationalists, tried to reduce the number of Shiites and Kurds seats in the parliament, by increasing their own seats to about 40% through the refugees votes.
Semi-failed plan, now the votes of the refugees will be ignored or will be used to forge the election.
Funny, the Sadrists say that Hashimi managed to gain few extra vote at the expense of his Sunni allies, and the American ambassador was the celebrity of the parliament yesterday.
