Joe Biden’s deal with Maliki, accord­ing to sources, reported on Emi­rate news­pa­per Al-Khaleej, said that the U.S. offered to allow the exe­cu­tion of Chem­i­cal Ali (and the other detainees) in exchange for the can­cel (bet­ter to say: to ease the strict posi­tion) the deci­sion of exclud­ing the can­di­dates taken by the “J and A” Commission.

The above explains Maliki new posi­tion from the Baathists say­ing;  “For­mer Baathists who have chose the inter­ests of the coun­try, deserve pro­tec­tion and appreciation”.

Al-Khaleej also reported that Iran’s approval of the above deal is very cru­cial, Maliki wants to get rid of Iraq’s for­mer lead­ers before the election.

The only per­son who doesn’t like and can stand against the above plan is Hashemi. Maliki tried to avoid any meet­ing with Hashemi, which is the rea­son behind Maliki’s con­di­tion to accept the “three-leaders” nego­ti­a­tions with­out the pres­ence of the deputies (Tal­a­bani with­out his two deputies Adel Abdul Mehdi and Tariq Al-Hashimi, Par­lia­ment Speaker Iyad Samarra’i with­out his two deputies Khalid Al-Attiyah and Aref Tay­fur, Al-Maliki with­out his two deputies Raf’i Al-Issawi and Rose Nuri Shaways).

The meet­ing failed to achieve any­thing, and “three-leaders” decided to find a com­pro­mise solu­tion accept­able by all sides, which is to trans­fer the whole file to the Court of Appeal, and to accel­er­ate the for­ma­tion of a new “J and A” Com­mis­sion. These  two solu­tions came as a mid­dle option between Biden’s pro­posal (to post­pone the J and A deci­sion) and Talabani’s pro­posal (the return of the Ba’athists).
