If you need to understand the reasons behind the new decision made by the “Justice and Accountability” of the exclusion of at least 376 security officers among them 20 high rank officers (such as the heads of police in Basra, Wasat and Muthana provinces), you need to dive deep in few tiny events (to prevent any chance for Mutlaq to return — see previous post, “J and A” transferred his files to the Criminal Court for involvement with killing Iraqis) .
Ammar Al-Hakim and his Supreme Council started to call for a “Unity Government” after the election. The expected obstacle against this call are the Sadrists, who do not want to form any alliances or “Unity Government” marginalizes their influence. We also have Al-Chalabi who sees this election as his last chance to make a come back after being idle for the last five years.
A combination made in hell, the Sardists + Al-Chalabi. After following the Sadrists instructions to go forward with the De-Baathification process, the leader of Iraqi National Congress Ahmad Chalabi in his election campaign first steps, made a rare visit to Al-Hurriya Shi’ite slum neighborhood of western Baghdad and the second Sadrists stronghold after “Sadr-City”.
In his speech among the public, Chalabi said:
I will defend the existence of Jaish Al-Mehdi (JAM), and I will give JAM all the credits for defending Baghdad’s Shiites from Al Qaeda attacks.
Without JAM, whom the government classified its members as outlaws and fought against them in Baghdad, Basra and Amarah as the most prominent sectarian violence, not a single Shi’ite man would remain in Baghdad.
With the above speech, Chalabi made his point saying: “We will not accept any Gov. imposed on us by the Americans”.
Ahmad Al-Chalabi decided to “join” the Sadrists offering 376 police & security officers as “membership fees”.
My two expectations:
- The Supreme Council will start to act against Chalabi, if they real wants a “Unity Gov.” with Allawi.
- Allawi will start to pull the Sadrists away from Chalabi, but that is easier said than done and he will pay a heavy price to achieve this.
