1-The proposed political reform.
Among the many issues, there are few very important points:
Allawi also underlined the word “Commander in Chief of the armed forces” used in the document and asked to specify the authority of this post and the power of the of the Prime Minister.
One strange point suggested by Maliki is to reduce the military personnel to 200,000 (recently 25,000), Allawi asks “what’s the point of this suggestion”.
Other suggestion is that candidates appointed in important security posts should be approved by the parliament, Allawi asks: Who will review this, and whether this includes appointments made by Maliki after the elections in March?
2-The basics of the national partnership.
Later Allawi put this question on the same point:
Why the presidential offices fall under the (religious and ethnic) quota system, while you want to distribute the ministries according to different conditions.
One more point, The compensation of the oppressed during the former regime and the victims of mass graves, the Anfal, Halabja and the marshes in the south. Allawi asks: What about the victims and the innocent people after the fall of the regime?
