Leaked “reform document”

This is one page (image above) of the leaked reform paper sub­mit­ted by the Maliki’s “State of Law” to Al Iraqiya, and later rejected by Al-Iraqiya.

1-The pro­posed polit­i­cal reform.

Among the many issues, there are few very impor­tant points:

Allawi also under­lined the word “Com­man­der in Chief of the armed forces” used in the doc­u­ment and asked to spec­ify the author­ity of this post and the power of the of the Prime Minister.

One strange point sug­gested by Maliki is to reduce the mil­i­tary per­son­nel to 200,000 (recently 25,000), Allawi asks “what’s the point of this suggestion”.

Other sug­ges­tion is that can­di­dates appointed in impor­tant secu­rity posts should be approved by the par­lia­ment, Allawi asks: Who will review this, and whether this includes appoint­ments made by Maliki after the elec­tions in March?

2-The basics of the national partnership.

Later Allawi put this ques­tion on the same point:

Why the pres­i­den­tial offices fall under the (reli­gious and eth­nic) quota sys­tem, while you want to dis­trib­ute the min­istries accord­ing to dif­fer­ent conditions.

One more point, The com­pen­sa­tion of the oppressed dur­ing the for­mer regime and the vic­tims of mass graves, the Anfal, Hal­abja and the marshes in the south. Allawi asks: What about the vic­tims and the inno­cent peo­ple after the fall of the regime?
