<p>News reported on Turkish newspaper <a href="http://www.aydinlikgazete.com/index.php?option=com_content&amp;amp;view=article&amp;amp;id=7919:amla-49-sthbaratci-pazarlii&amp;amp;catid=35:joomla&amp;amp;Itemid=95" target="_blank">Aydinlikgazete</a> from few days revealed that the Syrian military arrested 49 Turkish intelligence officers (State intel. not a military intel.) in Syria.</p>
<p>The suggested scenario is the following:</p>

			<content:encoded><![CDATA[<p>With “Iraqiya List” decision to <a href="http://www.bbc.co.uk/news/world-middle-east-16781536" target="_blank">back</a> to the parliament and still boycotting the Govt, it seems that Ayad Allawi’s Coalition decided to go to the parliamentary opposition.</p>
<p>This decision will be announced within the coming days, but the List will pay a heavy price which will lead to a split among its blocs since the Parliament speaker Osama Al-Nujaifi (one of the important Al-Iraqiya leaders) according to his position which represents can not allows him to side in the opposition’s trench.</p>
<p>The final calculation reveals the following:</p>
<p>The head of the list, Iyad Allawi, the Deputy Prime Minister Saleh al-Mutlaq, and Finance Minister Rafie al-Issawi, Communications Minister Muhammad Tawfiq Allawi, will join the opposition side (the last two should leave their positions as ministers). Others such as Nujaifi and Karbuli (head of Al-Hal Bloc) will stay in Govt.</p>
<p>Two opinions on Al-Iraqiya move:</p>
<p>First, This move will increase the political polarization of sectarian tension.</p>
<p>Second, This move may open a way for a cross-sectarian alliance with the creation of parliamentery body that will monitor the performance of the government.</p>

<p>Race against time before the coming Arab Summit in Baghdad next March (<em>Three GCC countries Saudi Arabia, Qatar and Bahrain are already plotting to postpone the Summit, according to to <a href="http://www.al-seyassah.com/AtricleView/tabid/59/smid/438/ArticleID/173858/reftab/94/Default.aspx" target="_blank">Al-Seyassah</a></em>). Emir of Qatar’s <a href="http://www.bbc.co.uk/news/world-middle-east-16561493" target="_blank">call</a> of sending Arab troops to Syria to stop the bloodshed and protect civilians is an odd suggestion contradicts the facts on the ground.</p>
<p>Syria already <a href="http://www.dailystar.com.lb/News/Middle-East/2012/Jan-17/160158-syria-rejects-qatari-proposal-for-arab-troop-deployment.ashx#axzz1jcrwRLuv" target="_blank">rejected</a> this plan, because it will create a new atmosphere of the conflict, which is undoubtedly will embarrass Russia and the China in case that some Arab countries to support such a proposal.</p>
<p>Probably, Qatar is pushed by Western power to announce this plan for two reasons:</p>
<p>- Indirect giving endorsement and legitimacy to the formation of the so called “Syrian army free”<br />
– May soon help in activating the idea of the buffer zone (<em>humanitarian corridors or any other dubious name</em>) that can be set up by Turkey, and protected with the participation of Arab military.</p>
<p>But it seems that the Arab League is not interested in this option including the Saudi media who criticized this option. This is Saudi newspaper <a href="http://www.alriyadh.com/2012/01/16/article701367.html" target="_blank">alriyadh</a>:</p>
<blockquote><p>There is no legislation approved by the Arab League countries, and even the terms of the common defense protocol are still hazy, directed against any external aggression, not an interference in the Arab countries affairs.</p></blockquote>
<p>Arabs already tried this option in Oct. <a href="http://news.google.com/newspapers?id=P-VVAAAAIBAJ&amp;sjid=4OADAAAAIBAJ&amp;pg=6182%2C6206345" target="_blank">1976</a> in Lebanon. Under the same recent reason “preventing a civil war”, Arab heads of state endorsed a peace plan calling for deployment of 30,000-man joint Arab peacekeeping force in Lebanon (<em>interesting is that at that time, Iraq is the only Arab country opposed sending troops</em>).</p>
<p>Arabs sent their forces, but the plan was a total failure and the presence of the forces created more troubles and conflicts in Lebanon than before. The Arabs withdrew the military peace keepers from Lebanon, except the Syrian forces who remained until 2005.</p>

			<content:encoded><![CDATA[<p>Another Turkish-Iraqi ties hectic day as Iraq <a href="http://www.todayszaman.com/news-268694-iraq-summons-turkish-envoy-as-tensions-deepen.html" target="_blank">summoned</a> the Turkish ambassador to express unease over Turkey’s policies towards Iraq, while Ankara and Irbil become closer as Turkey’s most senior diplomat held unannounced <a href="http://www.sondakika.com/haber-sinirlioglu-barzani-ile-gorustu-3267719/" target="_blank">meeting</a> with Masoud Barzani, leader of the Kurdistan Regional Government.</p>
<p>And the reason behind the new accusations exchange is the new circulating rumors:</p>
<p>Sunni Arab leaders to discuss with the Kurdish alliance leaders the possibility to change the political geographic reality in Iraq and reduce the power monopoly power of the Shiite parties to counter Iran’s growing influence in Iraq.</p>
<p>According to sources, the Sunni figures put forward new ideas to form a Sunni — Kurdish confederation. The ideas put forward include that the new confederation to be headed by President of Kurdistan region Masoud Barzani, while the government will be formed by a Sunni figure.</p>
<p>Everything right now depends on the new National Conference which is expected to fail to achieve any results, and that will generate a “Turkish — Kurdish — US” confederation scheme with the support of Saudi Arabia and Qatar.</p>
<p>But, these rumors are psychological test balloon against Maliki’s Govt in order to offer more concessions to the Kurds and the Sunnis.</p>

			<content:encoded><![CDATA[<p>On Wednesday, December 14, Qatar, who chairs the Presidency of the Arab League (<em>the presidency will end in March this year and goes to Iraq</em>) <a href="http://www.reuters.com/article/2011/12/17/us-syria-idUSTRE7B90F520111217" target="_blank">decided</a> to transfer the Syrian unrest to the UN-Security Council after Damascus refused to sign the initiative</p>
<p>The next day (Thursday), Iraq officially <a href="http://www.dailystar.com.lb/News/Middle-East/2011/Dec-17/157179-iraq-delegation-arrives-in-syria-for-talks-iraq-pms-office.ashx#axzz1jcrwRLuv" target="_blank">announced</a> a new initiative to be discussed with Damascus and invited the Syrian opposition to Baghdad. But a suspicious wave of <a href="http://news.yahoo.com/wave-bombings-across-iraqi-capital-kills-49-082230047.html" target="_blank">bombings</a> targeted Baghdad, forced the Iraqi Govt to <a href="http://aknews.com/en/aknews/4/280327/" target="_blank">cancel</a> the talks and the invitation.</p>
<p>The same day (Thursday) evening after the bombing in Baghdad, Russia <a href="http://www.bbc.co.uk/news/world-middle-east-16210330" target="_blank">announced</a> a surprise move, a draft resolution to the Security Council on Syria, which frustrated the Anti-Syria camp who seek to refer Syria to the Security Council according their terms.</p>
<p>At this stage, Moscow <a href="http://blogs.aljazeera.net/liveblog/Farouk-al-Shara" target="_blank">called</a> the Syrian Vice President Farouk al-Shara, and put pressure on President Bashar al-Assad and forced them to cooperate with the monitors. Damascus picked up the message, realised that the Arab League does not have the means, the logistic capabilities and the experts in field monitoring to implement the initiative on the ground which left the AL trapped in a closed loop.</p>
<p>Syria and its ally Russia deceived the Anti-Syria camp when Syria <a href="http://gulfnews.com/news/region/syria/arab-protocol-signed-on-russian-advice-syria-1.953932" target="_blank">signed</a> (Monday, December 19 ) the AL protocol on send the observers in a country shaken by a “peaceful” popular revolution. The Anti-Syria camp and Western powers <a href="http://www.alarabiya.net/articles/2011/12/15/182807.html" target="_blank">welcomed</a> the Russian move thinking that this is a <a href="http://www.telegraph.co.uk/news/worldnews/middleeast/syria/8959800/Syria-Russia-circulates-UN-resolution-condemning-violence.html" target="_blank">crack</a> in the Russian-Chinese relations towards Syria (and some <a href="http://www.roadstoiraq.com/2011/11/25/syria-the-war-plan-and-the-psychological-warfare/comment-page-1/#comment-92032" target="_blank">comments</a> also).</p>
