Commander of the fourth Iraqi army division reported today that the Iraqi border guards found surveillance cameras believed to belong to the American or British forces mounted in secret places inside Iraqi territory on the Iraq border with Iran.

Probably the British understood that there is no chance to sign something similar to SOFA with Iraq if the U.S. failed to "impose" the pact on Maliki's government.
